3.6. Adult Dependent Care Providers

One in every five residents in West Virginia today is 65 years old or older [128]. By 2030, individuals who are over the age of 65 will account for 23.5 percent of the state’s population, almost one out of every four people [129]. West Virginia also has the highest percentage of individuals with disabilities in the country at 19.1 percent (compared to 12.6 percent for the U.S.) [130]. For these reasons, West Virginia’s demand for adult dependent care services (center-based and in-home care) is expected to increase rapidly, resulting in greater need for providers and workers in this field. Nevertheless, the caregiver labor pool in West Virginia is already in shortly supply [131].

Cost and Usage

Table 4 lists the annual median cost of different types of adult dependent care services in West Virginia and neighboring states. For the purposes of this analysis, the main focus is on the cost of adult day health care (See Section 4.7 for more details). Adult Day Health Care in West Virginia costs, on average, $1,083 per month [132]. In comparison, the monthly costs of ADHC in Ohio, Pennsylvania, Kentucky, Virginia and Maryland are $1,376, $1,457, $1,560, $1,603 and $1,775, respectively (See Table 4). According to the Centers for Disease Control and Prevention (CDC), West Virginia has the lowest average adult day daily-use rate in the country, with less than one participant per 1,000 persons – the national average is four participants per 1,000 persons [133].
